98 S90 2.9L timing cannot be set S90-V90 1998

HELP!!! I have a 1998 S90 with the 2.9L inline 6 cylinder engine that recently lost the tensioner pulley at low speed. I initially tried to put on a new belt and pulley but gave up(patience) and sent it to the shop. When I got it back they said I had bent valves so I pulled the head after setting the cams only to find out that the shop had not set the cams correctly. My S90 was brought from Germany(Iwas a Soldier there) and the timing cover does not have a large tab sticking down where the others seem to have one. It does however have two notches, one on each side. Here is my dilemma. When I get the head back and I go to set the crank on the timing mark. If I put the number on cylinder on TDC then the timing mark appears to be 20-30 degrees to the right. if I bolt the head down and set the cams in this position. the pistons hit the valves. If I put the timing mark on the crank on the mark on the oil pump and line up the marks on the cams with the cover, then the valves don't hit but the car won't start either. It souds like it is out of time. I pulled the crank timing pulley off to see if it had slipped and it appears to be a solid piece of machined metal. I am at my wits end and have wasted 500.00 and a good three days pulling out what hair I have left. can anyone out there shed some light on this before I go out and buy another motor?? Thanks in advance
