bushing replacement-power steering 200 1992

Replaced bushings on power steering (the two top ones-on the battery side) and I seem to have a problem.

I replaced them with the urethane ones from eeuroparts but there seems to be a great deal of empty space between bushing and spacer-it just leaves the long bolt exposed.

I haven't tightened anything up yet as this doesn't seem right at all and it doesn't seem like it will fix the DREADFUL TILTED POWER STEERING PUMP PROBLEM!

Anyone have any ideas?
