M46 Overdrive Issues 200 1983

I just dropped the M46 from my older car into the '83. However, I'm not getting OD engagement from 4th gear. The trans was working perfectly in the other car. I brought over the m46 harness with it, grounded on the center stack, ran blue wire over to the fuse block (verified 12v with ignition on), switch hooked in to the shifter, and the 4th gear switch and solenoid are all hooked up. But when I hit the button, I don't get anything... no light, no shift, nothing. Thoughts? Ground for the relay is good because it is on the same ground as the dash lights, which all work fine.

Any thoughts or troubleshooting steps to take? I've tested the switch and it is good. Fuse at the panel is good, 12v on the blue wire going over to the relay. Does the trans need a separate ground?
