is this car a freak? 900 1993

I have a 93 940 that I bought here in Texas, there are some things about this car that I have never seen on a 940
1. There is a switch for front fog lights (two switches front and rear) but the headlamp capsules are not with fog lights, there are cutouts in the front bumper and wires going to them for fog lights. The switch is a factory switch and the wires are NOT some aftermarket stuff that someone has added. The wires might be from another car or model year, but they are OE plugs and wires. There is nothing left of the actual lights themselves, it looks like this car has hit so many curbs that I am replacing the front bumper cover.
2. In the center of the trunk lid, between the tail lights there is a reflector. It looks too good to be something aftermarket, it could be a dealer option. I have never seen one of these on another car; I have seen some pictures of cars with these reflectors, but from what I can tell the cars are not here in the states. The license plate is what I am going by.
3. On the right hand rear door is a sticker in the little window; it says Special Delivery Tourist and Diplomatic Sales. Can anyone tell me about this?
Is it possible this car came from overseas? The fuel cap is green like a diesel? Someone might have lost the original and just got the first thing they could; but it is a Volvo cap. The Speedo is in MPH and not KPH??
Is this car a freak or what?
