The horror of all horrors..... 200 1986

Yesterday I change my oil and happened to notice some bubbling under the paint about the size of the pad of my pinky finger on the windshield post of the passenger side of window pillar. I appears to go under the windshield gasket somewhat. What is the best way to approach this? Also, I just had the car painted a few months ago, but never noticed this issue.
