Front End Issues 900 1994

The front end shimmies at speeds below 50MPH. Pulls to the right when driving and braking. Also, makes a clunking, or thumping noise. Seems to mostly come from right side. No major leaks from front end. Just the occassional small spot on the driveway. Even wear on tires.
Started a couple of months ago after a tow. During the tow, my right front hub cap was somehow lost. At destination, hub cap was gone and tow company had no idea what could have happened to the hub cap. They didn't mention anyone complaining of a cracked windshield from my hub cap. I've never lost one during a tow before.
Dealership said I need new outer and inner tie rods, "to start". Estimated cost: "Oh, about $600 or $700".
Could this be some other damage that occured during tow? Or, is the dealership correct?
