780 Turbo failed emissions 700

Hi,
My 780 Turbo failed CA emissions today. Below are the numbers. At first I was thinking the cat, however I'm starting to think otherwise as the HC and CO are low. Its just the NOx that it failed on. Thoughts? Tonight I'll start doing some diagnostic work, but thought I'd ask if anyone else has seen similar.

15MPH (1681 rpm)

NO (PPM) Max 772 Meas 1313

25MPH (1771 rpm)
HC (PPM) Max 85 Meas 5
