Hello
I have a 1989 volvo 240dl that starts up clean, but when i drive it and i accelerate i have to be soft on the gas because it starts to hick up or bog. Another problem is that it cannot go over 35 mph, it takes a great distance to even get up to 35 with the bog, and once i tried to get the car to speed up over 35, it hick ups hard and goes back down to 30mph. Does anyone have any suggestions as to what is causing this? No O.B.D. codes

New fuel filter
new fuel pressure regulator
timing is good
disconnected o2 sensor but runs worse
new plugs
removed exhaust test plug, no change occurred
