Speedometer is bouncing 900 1992

Just recently the speedometer to my 92 960 wagon started jumping around, usually jumping to a higher speed roughly 20-30 mph greater than actual speed. It even does it when the car is sitting at a stop light. Any Ideas? As well, my headlights (both) sporadically dont turn on when car is started. The side parking lights turn on just fine but no headlights, eventually after being rattled or something, they come on while driving. Kinda sounds like a ground issue but not sure where to start. Any ideas where i could start checking the wiring?
