Heater that only fails when it is REALLY cold 900

Hi Guys,
I have a 95 940 sedan with a heater fan failure. It only happens when it gets really cold, around 15 F or so here in central Massachusetts. I checked all the fuses, and they are good.
This only happens when it is really cold, and then as the temperature rises up, the fan will ‘suddenly’ work. It happened this evening.
In the last 5 years, it has failed 4 times. My guess is that tomorrow morning, I will start the car and it will work fine.

Perhaps it is the relay? It does not work on any position, and has never had a difference or problem with speed 5 vs. the other slow speeds.

Ideas on where to start?
