No Brake Lights 900 1995

All 3 brake lights are not working on my ’95 940 Turbo wagon. Also the cruise control is not working. Fuse 4 is good and so are the bulbs. Per the FAQ I replaced the Bulb-Out relay with a used one, but no change. I checked brake light/cruise control switch and it opens and closes the circuit and holds and releases the vacuum. Where do I go from here?
