High Idle after warm up 200

I have a 85 244 TI B21 CIS system engine. The problem is after warm up and driving around I stop and the idle is at 1100 to 1200 RPMs.I have cleaned the throttle body,adjusted base idle,check for vac. leaks(none) and checked the idle mixture with dwell meter.I also forgot to say that on first turn of the key in the morning if the temp.is under 45 degrees it stalls but 2nd turn of the key it stays running. What else do I need to check besides Tenp. sensor and ECU? Thanks for any help.Charlie
