Idle Air Control while driving 200

Just curious. Does the Idle Air Control go to a Default position after the Throttle positioning Sensor is 'off idle' or doest it still have some function while driving?
When testing IAC I tap it with 12V to watch the Butterfly rotate . But when it's functioning in the vehicle does it always go full open to full closed as the Computer sends it a Voltage or does the opening vary ( maybe voltage dependent?
