240 Will not start - gasoline dripping out of tailpipe 200 1992

My 92 240 with 170,000 miles will not start and there is a heavy gasoline odor and gasoline dripping out of tailpipe.

My wife was driving and she said that the engine just quit. The starter is cranking over and actually it sounds like it is cranking faster then normal. I popped the distributor cap to verify it was turning and it was (I suspected a failed timing belt) The timing belt was replaced about a year ago.

There is a strong gasoline smell under the hood, and gasoline dripping from the tailpipe.

Any thoughts on this would be really appreciated.
