Is the VDO speedo repairable 700 1986

I found the link to fix the "Yakazi"? but I have the VDO. 86 745.
The speedo is erratic. I took the speedo out of the cluster looking for leaking capacitors to no avail. I tried the sending unit test on the rear end with 2 long wires with no reading on the gauge...
