1992 245 No Start Again 231 Error Code 200

It seems the same as yesterday; no start, just occasional sputtering while trying to start. I know it's not frozen fuel lines now; because it has a full tank of gas with antifreeze added, and I drove it 250 miles yesterday after I got it started.

I checked and got a 231 diagnostic code - fuel system compensating for a rich or lean mixture at cruise. I put a new AMM on it about 20K miles ago and a new O2 sensor 25K ago. While driving home yesterday there was a loud hissing sound like a vacuum leak, but I found no bad hoses. Any help would be greatly appreciated.
