High NOX failing emissions 200 1987

15mph .4 24 .00 2716
25mph .4 22 .00 2760

Please help, i have checked for vacuum leaks, intake manifold cracks or leaks, exhaust manifold leaks. nothing. still runs hot and lean.
since last test, have changed O2 sensor, thermostat, and distributor cap/rotor. Cat is 1 yr old. Please help, checking fuel pressure today or tomorrow. Not sure what else to look into.
