alternator belt tensioner problem 200 1984

hi everyone. i have a problem installing one of my accessory belts on my 1984 245 B23 with automatic trans. i've had the car for about a year and recently i went to change all the belts and put in new polyurethane bushings. when i went to unbolt the tensioner for the alternator i noticed that it was tangling from the alternator, the bolt missing from the bushing. it seems like the bolt was supposed to screw into the engine block and from my picture, it looks like the previous owner broke it off. i can install the alternator and crank the mounting bolts down tight enough so that the belt around the fan motor and harmonic balancer are fairly tight and drives the alternator. but i really would like install the alternator belt tensioner so that my charging system works 100%.

my question is, where does the tensioner bolt thread into? the engine block? and since the bolt is missing, does anyone know what type of bolt it is? 13mm? should i get one from my local pick n pull, iPD, or can i get it from my local Volvo parts dealer?
