temperature sensitive mileage 200 1987

When the temperature is down around zero degrees F I get 22 mpg. Now that it has warmed up to the mid 30s, it is 25 mpg. When it gets back up to 50 I suspect that the mileage will go back to 27 mpg.

The difference is more than typical for winter vs summer gas, letting the car idle for a few minutes while chipping ice, etc. Any ideas on what could be so sensitive to temperature ?

The only fuel system component that I have replaced recently is the fuel Pressure regulator.
