Break pedal travel and grabbing right front ??? 700 1991

I replaced a master cylinder, bled the system and still had a lot of pedel travel. I noticed that it grabbed on the right front if you stopped hard. So I got one of those pressure tanks from IPD and did another break bleed. Still have the excessive brake travel and the grabbing on the front right with hard braking. Right front pad wear and rotor wear seem to be normal.

Are these (not being able to bleed all the air out and the grabbing) related? But how? Might the faulty proportioning account for both problems? What should I do next to diagnose and resolve this?
