AC troubleshooting 200 1985

It's about to get hot here in Texas, so I want to take a stab at getting the AC working. Right now, the compressor isn't coming on. The hoses look new, so I have reason to suspect that the system might be charged (fingers crossed).

I'm suspecting the on/off switch 'cause I don't hear a 'click' when I turn it like I remember there being on my other 240s. If I switch on the AC in the car, should I get 12V at the wire going to the AC clutch? Is there an AC relay? Where else might my problem be, other than a failed clutch?
