o2 sensor power 200 1985

my car wont run or start, low voltage at in tank pump, jumper wire at fuse #5
powered up the pump but the voltagw at o2 sensor green wire showed .65V and fuel injector power is gone.
replaced in tank pump,distributor,cracked radiator,ignition switch, high beam selector switch...
