940 turbo smoking

93 volvo 940 turbo. makes smokescreen when running. check plugs, look new, no fouling. pressure tested cooling system, holds pressure. checked turbo play, seems good. im suspecting the rear oil seal in the turbo, admitting oil into the exhaust. does this sound right? any other possibilities
