Spark Plug Coil Bolt Broke, 95 960 900

Well despite extreme caution when putting the coil boot back on the rear most spark plug on my 95 960, the bolt broke. I have heard this is a tricky problem to resolve. Two questions:

First, what are the risks to the running of the car here? The other screw is on fine and the boot seems snug.

Second, how do I get the remains of the bolt out of the threads?
