Front wheel bearing fiasco 200 1990

Attempting to replace the front wheel bearings, both hubs (with new inner bearings, races and seals) would not seat on the spindle. With enough force, I could just get the outer bearing and castle nut on. Both sides were the same way and i know for sure the bearings are correct and correctly installed in the hub. In order to get even close to putting the cotter pin in, the hubs would barely rotate. the hubs are definitely not in far enough. Any ideas?
