Vent blows hot when set on cool, and bubbling sound behind dash 200 1993

I noticed a few weeks ago, that while sitting at a stop light, with the radio off, and the blower off, I could here a bubbling sound coming from behind the dash. The outside air temperature has warmed up considerably since then and yesterday I was driving the Volvo, I flipped the temp selector to the cool side, but noticed that there was no cool air coming from the vent. It wasn't as hot as if I set it to hot, but it definitely wasn't cool. Any tips?
