Should there be a gasket or sealant for mounting gas tank to frame/body?

I removed, cleaned, sealed gas tank and rebuilt sending unit.

Parts book shows no gasket for mounting tank itself.

Is the tank mounted right to body (painted tank to painted frame) or is there cushioning gasket or sealant used?

Should tank have ground strap added or is this accomplished through the mounting screws?

One more:
Who sells new tank filler collar #653212-1 RUBBER COLLAR?
