under no pressure 700 1990

My wife's 1990 740 Wagon has been down for a month. She has been driving our backup 240, which is running great, but I have been pulling out my hair trying to figure out why the 740 quit running and refuses to start. This evening I put a fuel pressure guage on it, while running the pump by jumpering terminals 1 and 11. The pump is working, but the guage shows little to no pressure. If I disconnect the fuel line from the rail,and direct the hose into a bottle, there is good fuel delivery. The return hose is off, and no fuel is returning to the tank. Why don't I have fuel pressure?
