Leaking fuel pump. 91-240?

Hello,
Its a used pump. I took it off the car a couple years ago. I thought it was the problem, at the time, but it wasnt.
The present pump quit working so I reinstalled the old pump. When I cranked it up it was leaking, profusely, near the crimped seam.
This pump was working great when I took it off the car. What happened.

I bench tested the pump, twice, dry, before installing.

I thought maybe it was leaking from one of the connections, but I looked carefully and it did appear to be leaking from the seam.

Can someone shed some light on this for me.

Also, what affect does running the car really low on fuel have on a pump? Thats what the driver of this car has been doing.
