Too much positive camber on 960 - are sagging springs the only cause? 900

Is there anything else besides sagging front springs that would cause the top of the tires to be sticking further out from the car than the bottom of the tires? (Positive Camber)

I'm planning on rebuilding the front suspension and noticed the other day that both front tires have noticeably too much positive camber. I'm sure the springs are sagging a bit since this is a 98 S90. If this is the case, I'll change out the springs as well, but is there anything else that could cause this?
