How to test an EVAP valve? 900

I'm trying to find the source of a vacuum leak on my car's Evaporative emissions system. I took out the EVAP purge valve, and tried to blow air through it. Blowing fairly hard, there's a little bit of air that passes through the valve (like when you're blowing through a clogged up fuel filter).

Is that little bit of air passage normal? Or is that a sign that the part isn't going to hold vacuum?
