turbo boost location 900 1991

The boost level in my 91 940T is 5.5psi at WOT, measured on a VDO boost gauge that I tapped into the under-dash boost line (the one that goes to the dash gauge). I have a manual boost control I would like to install in the waste gate line, but I am wondering where the boost pressure is actually supposed to be measured. That is, is the 5.5psi I get on my gauges the actual boost, or is there another location from which I should be obtaining the reading? 5.5PSI seems inordinately low, but I don't want to start cranking up the boost if I am measuring from the wrong location.
