Strange electrical issue 200 1992

Hello all,
This may or may not be a problem, not sure. I added a temp gauge to read outside air temp, it doubles as a voltage monitor that plugs into the cigarette lighter socket, when I put the rear wiper on the volts drop between 1 and 1.5 volts, every time it cycles. I don't notice it on the volvo voltage gauge just this digital read out one plugged into the cigarette lighter socket. Issue or not?
Car is a 92 wagon with 204k on the clock.
