816 Stereo Scans, Doesn't Find Radio Station 900

Well I found a working 816 radio for my 95 960, and swapped out the face plate. Problem now is that it scans for radio stations, but does not find any. Manually it will find them. I had this with one other of the same radio. Any idea why the radio scans but can not find?? Getting frustrated.
