A/C question 900

The AC on our new-to-us 91 940T does not work, and I am unfamiliar with how it is supposed to work (other than it is SUPPOSED to blow cold air), and don't know where to start looking for the problem.

When I push the AC dash button, there is no discernable change in RPM, nor is anything "kicking in" under the hood. The indicator light around the button remains unlit regardless of button position. I have checked the fuses and all are in good condition; other functions on the same fuse are fully functional. The drive belt on the compressor is in place and tensioned correctly.
Are these symtoms evidence of a simple lack of fluid, or am I looking at an electrical and/or mechanical issue? What else should I be looking for?
