SU idle surge? 120-130 1967

After sitting through the Oregon winter and grumbling about being started, my 122 wagon will start, rev up really high (3000rpms?) and go back down to almost zero, almost die, then do it all over again. Any ideas?
Some details: twin su carbs recently professionally rebuilt; condition present on cold start; ignition seems good (new tune up components throughout).
Will update with YouTube link soon.
