1991 740 B230F Need Help Please 700

First let me tell you the problem:

1)Won't crank without ether being sprayed into the intake.

2)Once cranked sputters and sound like a dead miss. Clears up and runs better around 20-30 mph but no horsepower...sluggish on acceleration like a potato stuck up exhaust.

What I've done:

1. Replaced: New Fuel Pump, Fuel Pump Relay, Fuel pressure regulator, Radio Suppresion Relay, Crankshaft Position Sensor, Power Stage Amplifier, Air Temp Sensor, ECU, Spark Plugs, Distributor cap and rotor, checked catalytic convertor.

No codes were stored in the computer and there are no check engine lights on.

Conclusion I've come to: I've tested the injectors with a noid light and it appears that there is low voltage on all of the injectors...especially cyl. 2 and 3. I've pulled the wiring connector off of each injector with the engine running and it seems to have no effect on cylinders 2 and 3. I have no clue how to fix this. I thought the ECU supplied the voltage to the injectors and so I replaced the ECU and it still has the same problem.

Any help will be greatly appreciated. I love this car and have been tinkering with trying to get it to run for over 8 months now and even resorted to taking into a shop. The shop determined it was a bad fuel pump and replaced it only to decide that wasn't the problem but still charged me $460 anyway! Finally, they gave up as well and told me to come get it.

This was a great running car before all of this happened. I still love this car and want very much to get it going again. I know this has to be a simple fix and I'm just overlooking something.
