headlight relay, possible culprit? 200 1988

I apologize if it was not proper etiquette to start a new thread on an previously mentioned issue* ( http://www.brickboard.com/RWD/index.htm?id=1422038&show_all=1 ) but I have a possible "loose end":

to my knowledge this is the headlight relay. it was hanging behind the battery area, as seen. You can also see how this is pretty much the way most of the wires under the hood look, a little worn, wouldn't you say? Again, I might be pure coincidence but I didn't have any issues that day until the sky got dark, thunder clapped, and I put the lights on.

I'm going out to purchase a voltmeter first thing tomorrow. I'm not good with tracing wires in the least. (I got great responses to the first thread! Cheers! - I just haven't had a chance to work on the car in daylight this past day) But I must trouble you for some wisdom: How should I go about checking a faulty headlight relay and possibly botched alternator replacement (by previous owner)? I have a hunch this is where my problem lies.
