A/C stops working at higher speeds 700 1992

My daughter's 92 740 non-turbo has a great A/C system at slow speeds (in town)but during higher speeds (highway), when accelerating or speeding up, the A/C just stops, blower doesn't blow and the heat gets hotter here in South Texas.
I think it is a vacuum problem, maybe a leaking vacuum reservoir. did the 92 740 with Regina have a reservoir for vacuum (like my 86 740)?
Any suggestions, because she is looking at a Honda (SACRILIGE!!!)
Help me figure this out so she can still be a Volvo girl.
I have a spare (junkyard obtained) control unit that fits into the dash. Should I replace the OEM with the junkyard one?
