Shaking while Driving 200 1986

OK I have been having the front end shaking while driving. I can make it stop by having the wheel over to on side or the other. So I have jacked up the car and everything looks ok for an old car. I removed the dust boots and noticed that the ball joints on the tie rods move about 1/4 to 1/2 an inch in and out. Before I start ordering parts I just want to make sure that this is the problem. Any help would be great.
