CIS Turbo fuel pressure fluctuations 200 1984

I have a problem engine cut out (hesitation) under moderate to heavy load, at just about when the boost gauge reads 0psi.
I hooked up a fuel gauge and it reads about 75 psi at idle, but the gauge bounces all over, +/- 10psi, very rapid and random.
As I apply power, and it gets near 0psi on the gauge (remember its vacuum until boost comes up) the psi's drop, still oscillating wildly, to average around 30 psi.
I think this low reading is my problem.
I am assuming the bouncing needle on my gauge shows a wildly fluctuating pressure.
Any ideas if this is the main pump, or a supply problem from the tank pump?
Is it air being sucked in (problem does not vary with full to empty tank)?

If you have measured this pressure on your CIS car in the past, did you get a steady reading?
