Vac leak under dash - questions on access 900 1994

Hi all ..
The 94 940 now has 288K on it, and has a air vent problem - under acceleration the top vents close off. Tough when it is this hot. I read the FAQ's on this but am stuck on a point or two.

Smoke coming out of defrost vent on drivers side.

So ..I know it is under dash. I have most of the center console out, along with the radio and everything above and below it ...BUT,
ANY idea on how to remove the side panels (each side of radio compartment) connected by the metal strap in the front. There appear to be two 10mm screws holding each side, down low on the inside of the panels holding it fast. Everything else is loose. Are these the right screws to remove?

ANY other ideas or hints would be greatly appreciated. Seems I read of a way to MAKE the top vents stay open ..and that might be needed info for the short run.
