anyone heard of NY emissions regulations changing soon? 900

Just went through the yearly hellish dyno emissions test on my '92 940. The guy doing it said NY state may be abandoning the dyno test soon, because it's not cost-effective for the shops to keep the equipment maintained for an increasingly smaller number of cars older than '96, but younger than 25 years old, when the test is abandoned altogether. Anyone else heard about this possibly happening?
