erratic engine and tachometer..any ideas? 200 1993

Not sure where to look. The tachometer goes up to 7000, but the engine does not. While the tach is going crazy it seems to loose power but does not stall. Most of the time the car runs normally. Would a shorting CPS cause the tach to go crazy? The CPS is only 2 or 3 years old.
