A/C Compressor won't turn off 200 1993

The a/c compressor in my 1993 will not turn off. I have tried disconnecting the a/c switch and it made no difference. Along with the compressor, the heater-a/c blower also stays on in the off position (I hear it on very low) with the car turned off.

With the car running I toggled the a/c switch while holding the a/c relay and can feel the relay clicking on after 10 seconds and then off immediately when I turn the a/c switch off, however compressor keeps running

I pulled the a/c relay while the vehicle was off and still hear the blower motor running low.

What could be the problem?
