carbs flooding 140-160 1971

Sooo, I have a dual stromberg 175 set-up and gas is pouring out of the over-flow port (top left circular hole in the front) into the airbox.

so far:

-Replaced the 1.75 needle valves that control fuel into the float bowl.
-Made certain the float height was within spec (16-17mm)
-Started car with my finger holding the needle valve closed to verify that it was not flowing gas.

The car will start up fine and runs perfectly for about 20 seconds before gas starts pouring out.

When I disassemble them, the needle valves are sitting somewhere in the middle of their range of travel and require a few taps until the move freely again. As I said, I bought brand new ones so I'm not really sure where to go next. Any help would be appreciated.
