Air coming out of defog registers and dash vents simultaneously 700 1987

When I turn the fan and a/c on the air is coming out of the defog registers as well as from the dash vents. My guess is that the problem is a either a loose vacuum hose or a faulty vacuum activator. I want to know where are they located and hos difficult is it to replace them?
