Strange rhythmic Chirping Noise Unrelated to Engine Speed 200

Symptoms: Clock not working, radio not working, car runs fine, headlights and tail lights work fine. Inside cab there is a steady rhythmic chirp....chirp....with just a little less than a second between each. It doesn't make the noise for 10 seconds on start up, but then it comes in. When I hit the brakes or turn on the signal lights, the noise gets a little quieter.
What's up?
