Running rich when warm, very rich at cold start, no OBD faults 200 1993

Hi guys, our 93 240 wagon is running very rich. I've checked for codes, but get a 1-1-1. When the temperature outside is cooler than it has been recently, it stumbles at cold start. If you feather the throttle it blows smoke like crazy until it finally blows through and than it seems to run fine, even if you shut it off and restart it within a short period of time. If you let it sit long enough to get cold, the problem comes right back. I've replaced the FPR, O2 sensor, AMM, and injector seals. With the most noticeable difference coming from the new seals, but still the same cold start issue. When I pull the number 3 and 4 plugs when cold outside, there is raw fuel on them. I bought a set of used injectors from a member here and installed them with new seals. Again, there was a noticeable improvement, but still the cold start issue. I sent the injectors out to be cleaned and reinstalled them. No improvement. Which brings me to today, it's hot out, so the issue doesn't really rear its ugly head, for now. However, the other day I was in my car and my wife was starting the Volvo. I noticed a puff of black smoke when it started. I have done a search, and found several post by members having the same issues, but there was never a follow up saying the problem had been resolved, and all of those posts are now read-only. Any ideas
