Temp Comp Board - Pegging Temp Gauge? 200 1993

My son just called me with a hinky temperature gauge problem. It seems at times the gauge is spiking to 7/8 full scale. He said that the needle even headed north a couple of times when he turned on the headlights. Of course the temperature compensation board is a likely suspect, but everytime I've had a funky temp comp board the gauge has been pegged out at the bottom.

Has anyone out there had similar symptoms (especially the headlight component) with a bad temp comp board or should we be looking more deeply into this problem?
